If someone was unsuccesful in the ballot, and is going for it at 11am today, can they add a member (gold) that wasn't in the ballot onto their request?

nope. only the ballot-missed-out barcodes will be recognized as valid in the system until 12pm then all member barcodes will work.
no, 11am is just a sale, and you have to have an unsuccessful barcode to get in.

I think you can at 12pm. 11am is open only to those who missed out in the allot. Is my understanding.
