Doubt it's Cooper since they gave up a first for him....which leaves the QB, who they will probably just franchise tag and go from there.
The way things are going the franchise tag for a QB going into the 2020 season could hit $40M (jk!)
Edit: Looking at the Cowboys 2020 salary cap, they are on the hook for $135m in active contracts, leaving roughly $65M in space available, but that only accounts for 38 contracted players and excludes Prescott ($2m salary cap hit in 2019) and Cooper ($14M in 2019).
2019 Franchise Tag values for QB and WR in 2019 was $26M and $17m respectively. Not out of the realms of possibility that both figures could hit 30 and 20 for next season. That's a fair chunk of available space chewed up right there.
Now I am sure the Cowboys employ guys specifically to overcome this problem but the point is, given the age profile all being similar, that's a big commit for a club on three players that arguably do not play to the Cowboys best units (which in my mind are defensive front 7 and oline).
