To be fair while I find it hard to believe that they can’t just make a definitive call, when a keeper has their gloves poised adjacent to the bails and the ball merely flicks the top, it is always going to make it difficult for them

I think both umpires knew it was bowled but they just find it easier when a batsman is still standing there carrying on to just roll the footage and confirm it via video, however time consuming it may be.
