I mean, I can't stand the guy but he doesn't really stuff up - except insofar as he clearly doesn't formally check in each morning and ask the AFL hierarchy what penalty they'd deem appropriate for each case. That way they wouldn't have to correct it afterwards all the time. They refuse to acknowledge that not allowing precedent makes them vulnerable - their control is an illusion.

The rules are impossible to make black and white judgements and the AFL don't want black and white judgements. He's on a hiding to nothing.

He kinda does. This is the procedure for determining a reportable offence:

"Following review of each report or referral, the MRO in conjunction with the AFL General Manager – Football Operations will determine whether the Player is to be charged with a Reportable Offence and, if so, the appropriate type of Reportable Offence. " (my bolding)
 
You could easily argue that a tackle that slings is "intentional" by definition, in the same way that any bump was deemed so a few years ago. I don't disagree there are systemic issues but I think they're by design - ie. the AFL want the system to be flexible for them rather than an impartial system.

Absolutely, I was being somewhat facetious. I've always found it odd how often he's generated the "wrong" result given that structure.

Rules change to allow engineered outcomes.

Can we see footage of when Turner hit Shiels?
None available but have this report:

Kayne Turner has accepted a $3000 fine for striking Essendon’s Dylan Shiel.
The initial sanction was $5000, but was reduced following an early guilty plea.
Turner made high contact with the Dons’ midfielder during a high pressure affair at Marvel Stadium on Saturday evening. After the collision, Shiel made it back to his feet and was able to continue playing.
The MRO’s finding means Turner will be available to play against the Lions on Saturday night at The Gabba.
