Just an assumption, but that looks like the design. I'd say it's to prevent a tackler restricting a handball by holding the lower part of the sleeve.
Are you sure? I have an ISC player issue long sleeve jumper and it certainly isn't tight around the wrists, just look at the pictures of the Geelong players this weekend, they certainly don't have that issue. Either port specifically asked for skintight sleeves or they are taped down somehow I would say.

I have one too, I think it may be the fact that the players have bigger arms than myself and that's why mine is lose

I love the ISC shiny player issue long sleeve jumpers. I have ISC PI jumpers for 6 different teams (see below), and when I measured the sleeves just before they all seemed very similar in width, with all of them being somewhat tapered at the end, and the Port one no tighter than the others.

Although all the jumpers below that I have are from 2013 - 2015 (the Port one is a 2013 Monfries jumper), so maybe Port have changed the cut of their sleeves since then.

It would just be an AFL issue under a VFL issue, though.
Don't think that it is, you can see a white collar under poking out of the blue on the sleeveless. That's assuming that BLK didn't screw up the collar colour for the long sleeve jumper though...
 
Managed to win my grail on ebay this morning. The value to me is mainly sentimental as it's an adult sized version of my first footy jumper, with the only difference being the Tooheys badge.

Super. My first ever footy jumper was was a woolly Essendon longy with #5 on the back. Love for longys stayed, the rest...
 
Just a bit of a background around the LS. Apparantly he's donning the sleeves to pay tribute to Tucky. However he's only going to be wearing them in the warmup
