If you are out walking in 40 degree heat, even with an umbrella, without water you will probably get delirious very soon. Maybe he thought to wait for a bus but was waiting too long and thought he would walk instead (even though it's like 3 hrs walk to the major town). Went the wrong way, not knowing the area. If you are suffering in the heat you're less likely to think straight :( This is what I'm imagining might have happened. Poor bloke, and his poor family.

Even the mayor thought it was mad to be walking in that heat, especially without a phone.
