Australia punches above its weight. A country like China probably underperforms.

It does but my point is Australia finished 4th at the Olympics and the poms were not even top 5

Ranking countries by "medal tally" rather than "most golds" is like gauging the success of a football club by h&a win loss record instead of premierships.
