Not to underplay what may be a really serious charge, but not applying for bail immediately is quite commonplace, especially if the person who's been arrested is quite comfortable spending an extra 24-48hrs, or even longer, in the remand centre.
Often their lawyer wants to understand the charge, discuss it in detail with their client (especially if they've been alcohol/drug affected), and ensure their application is absolutely bulletproof.

Not necessarily. You can apply at any time. Sometimes it is best to wait a Few days so the dust.settles and lawyer can present the strongest argument
