If you want to manipulate the draft to get to a particular club, surely rather than with-holding medical information, offering wrong information would have more success.

"Do you mind if I stand, because I have back issues?" at the start of an interview may be interesting. Or, "Can I lie down? I get a shocking migraine whenever I fly/get stressed/am away from my Mum.". For all except the club who wants to draft you of course.
 
There was talk a few years back about Freo and the Eagles possibly hiding promising 17-18yo's in local leagues (not WAFL) to make it easier for them to be picked up. This was all reported in the Sunday times.

It was reported that the Eagles had spoken to Matt Luenberger to try and get him to play in his junior side only and not for East Perth colts.

Perfect example of that is Daniel Kerr....

The reality of the situation is that the draft is highly manipulated because if the AFL ever questioned it they could very well be sued for restriction of trade. They don't want the hassle.

Many, many draftees tell interstate clubs flat out that they do not want to play for them, and that if they are picked up they will leave as soon as their first contract is over. I remember reading an article a few weeks ago about Michael Hurley, where his father told Woosha and co. that he didn't approve of the fishbowl culture the WA teams have and he didn't want his son playing there.

Also remember another article where Choco went berko when he was told by a draftee that they didn't want to play for Port.

If you are a highly rated youngster, a club in your own city is still going to pick you up even if you told a different club to get stuffed.
 
I'll answer the question the way Humpy would like it answered.

Yes, Luke Ball is a dog. Yes, he cheated the system. He cheated St Kilda out of compo and Collingwood royally screwed everyone over with this manipulation and draft tampering.

It is ludicrous how Collingwood keep getting away with this. First Luke Ball and most recently Chris Tarrant who said he would retire if he didn't get to Collingwood. It's a joke!

Yes but that (outright lying) would be against the rules. Withholding medical information is NOT against the rules. Theres a thing called the Privacy Act.
