The law says
It is an offence if a player:touches the ball with their hand/arm when it has made their body unnaturally bigger. A player is considered to have made their body unnaturally bigger when the position of their hand/arm is not a consequence of, or justifiable by, the player’s body movement for that specific situation. By having their hand/arm in such a position, the player takes a risk of their hand/arm being hit by the ball and being penalised
His arm has made his body unnaturally bigger. It doesn't matter whether he moved his arm towards the ball. It also doesn't matter that the ball was deflected towards the goal. How do we know that an Everton player wouldn't have followed up if the ball had not been handled?
I think it's handball, and a clear and obvious error that VAR should have got the ref to have another look at.
Not clear at all for me
That looks like a normal arm position to me. The only way he avoids contact there is by having no arm. I don't see any deliberate movement towards the ball either.
