There's a big difference between a player being struck on the arm without any movement towards the ball and a player moving sideways toward the ball being struck on the arm.
The latter is much more likely to be penalised as handball.
Also think of a defender trying to control a ball on his chest but inadvertently striking the ball with his arm, even in a natural position.
That gets called as handball because it's a deliberate movement towards the ball.
A player trying to control it on his chest then it inadvertently hits his arm, it's still handball but not deliberate. You can tell when the ref thinks it's deliberate because they will dish a yellow card, or a red if it prevents a goal.
