Theres an article in Sports Illustrated, they mentioned it would probably be after 2030 but they're gradually moving back in that direction.
One of their WEC drivers has also slotted into Alpine as a reserve driver. I suspect they'll buy an existing team rather than push for additional spots.

I reckon they will, they're in everything else.It will just be engines and the like IMO. They won't come back as a full manufacturer.
