Why should it be up to the AFL to arbitrarily value a player? A player's value in the draft is whatever pick clubs are willing to use on them. If another club wants to bid a first round pick on Jarman, and we don't value him that highly, then we pass and they have to use that pick on him.
The only way clubs would risk a high draft pick on bidding on a player is if they are willing to take the player for that pick. We saw it last year, when we weren't prepared to bid on Kennedy with our first, even though (from memory), this would have pushed GWS into deficit if they were to match our bid on Himmelberg. In affect, we were not willing to risk losing Milera in order to make GWS pay more and give us a greater chance at snaring Himmelberg with our second pick. (Although, given this was the first year of the new system, it may well be the case that nuances such as the above weren't fully understood by the recruiters).
