What about a proposal to ban owners who torture & dismember political dissidents at their own embassy because they speak out against them?
Or you could just have a fit and proper persons test, and judge every prospective owner and current owner on their merits.

Apparently 130 charges now.
It never was 115 charges.

Someone in the media said 115 when the charges were first laid and people have just been parroting it ever since.

Pretty good guess by that “someone in the media”, if the number of breaches has now officially increased to 130.

It was always 130-135 (can't remember the exact number). It hasn't increased.
 
What tribunal would hear an appeal by either side? There already was an independent tribunal established due to the serious nature of the charges.
An independent tribunal was set up because under the league rules, any dispute between league and clubs must be dealt with through arbitration, not the courts. Everton, Forest, our recent APT case were all heard by an independent panel under rule X of the premier league handbook.

That process allows for an appeal by either side which would be heard by a newly formed independent tribunal consisting of different members of the premier leagues judicial panel.

Obviously players are going to reluctant to sign while the charges are still hanging over Cities head.
Be surprised if we don't make three or four signings next month. And next summer will be a big one regardless of the charges.

I don't think it's the issue people make out. At worst, put a release clause in if we get relegated.

I just dont see any really good footballers coming while this other shit is going on, too big a risk for them.

People have been saying that for years. The biggest risk is that they'll play a season for us, and then move elsewhere.

In the summer we'll know our fate, if there isn't a sporting punishment (ie relegation, I don't think points deduction will bother any prospective recruit) there won't be a problem.

If there is we'll appeal and it won't be decided for another season. It might put off some prospective recruits, but if we're facing a relegation subject to appeal I suspect we'd be looking for a different profile of player anyway.

One thing we have in our favour, is that we won't hold a player to his contract. If they want to go and someone is prepared to pay, they can go.

Surely any punishment has to be a sporting one or it's just a wet lettuce leaf for a club as wealthy as yours.

It would depend on what charges (if any) were found guilty of.

Any punishment should fit the crime, and if were found guilty we shouldn't have to suffer a sporting penalty for the same offence(s) that a less wealthy club gets away with a non sporting punishment.

We won't face a sporting punishment for non cooperation. We won't face a sporting punishment for Mancini or any of the other alleged offences that happened before Premier league PSR existed.

A driver refusing to cooperate with the police for a breath test is punished more severely than that of a driver who cooperates and is subsequently found guilty.

There is no valid mitigation for non cooperation. It's in the shareholder agreement, all other clubs abide by this.

Failure to do so is cheating effectively. Let's hope if found guilty it is punished appropriately.
