The AFL statement makes an explicit reference on this - that the complainants do not want 'to make any claims against the AFL in any process including the Human Rights Commission'.They are free to explore other, non AFL, avenues now. The while article and blurb sounded like spin to me.
Note that the only party involved in this saga who Gil has not exonerated is the Hawthorn Football Club. Sanctions against them are still a distinct possibility.
So the complainants can go to Court or a Human Rights tribunal.

The AFL have shut this down nice and tight from my reading. 'How' is the obvious question that follows.

No adverse findings were found against any of the individuals against whom allegations have been made. And why is that?
Because the AFL has reached an agreement with the Indigenous families to the effect that they do not wish to pursue the AFL independent panel investigation or pursue action against the AFL or coaches.
Nothing has been proved or disproved. Nothing. The investigation has failed to do what it was set up to do and has been closed down after an agreement was reached between the AFL and the Indigenous families.
Oh and btw- the coaches who have stated they haven't been given the chance to tell their side of the story- still haven't. And yet the inquiry is closed.

So I haven't really followed this particularly closely because it always seemed like a far fetched money grab, but in a nut shell: Some outrageous claims are made by some former no name indigenous players against some former Hawthorn coaching greats. Hawthorn shit themselves and hire a corrupt and biased indigenous chap to write a report taking in only one side of story from former disgruntled no name indigenous players. Hawthorn read report, shit themselves, hand report to AFL hoping all blame will be apportioned to former Club great coaches and Hawthorn would be absolved by being the ones to identify the "racism" and call it out.Sounds like the Hawks will cop it.

After former coaches fiercely deny claims and refuse to give an inch in terms of validating or mediation, months go past, and with the realisation the claims against the coaches are at best unprovable, at worst complete bullshit, former coaches are exonerated completely.
Now for the AFL, the optics of this still look bad for them. The teeth gnashers who called for the former coaches to be hung drawn and quartered without due process, still need to be satisfied. The Zeitgeist clearly demands it. So who is left to blame? The answer is Hawthorn.
Talk about an own goal.
Hawthorn could be stripped of draft picks and fined over its handling of its racism investigation with the AFL weighing up whether to charge the club for bringing the game into disrepute.
As the AFL terminated the independent investigation without laying charges against Alastair Clarkson, Chris Fagan or Jason Burt the league also dropped a potential bomb on the Hawks.
