Why should the 5th rule breaker not be punished, especially as he was the first after Eddie got on his soapbox and said any infractions would be dealt with by being sent home?

They were punished. Same as the 1st and less than the 2nd, 3rd and 4th. Not counting Essendon, who caused the whole season to be delayed. And Geelong who threw a party to celebrate it
