Player retention
With a total salary cap of INR 90 crore available at the mega auction for each
team, the eight franchises were eligible to retain up to 4 players with a
maximum of 3 Indians, 2 overseas players and 2 uncapped Indians.
Probably to stop the players of cherry picking season they could come and go. Comp loses a bit of credibility if a Starc can get paid top dollar and then have a break for a season or two.Overseas players who make themselves unavailable for an IPL season after being bought at an auction without legitimate reasons will henceforth be penalised with two-year bans.
In a document shared with franchises listing the retention rules, the IPL said: "Any [overseas] player who registers for [an] auction and, after getting picked at the auction, makes himself unavailable before the start of the season will get banned from participating in the IPL/IPL auction for two seasons." The only exception, the governing council said, will be for "an injury/medical condition, which will have to be confirmed by the [player's] home board".

As for Starcy, even though he came through in the finals, I don't think he was consistent enough during the season to warrant retention, plus him saying that he would only pick and chose the seasons he plays |

And Shashank, they player they accidentally bought stay, lol. |
