It's because the difference between an Indian opener and Travis Head isn't as big as an Indian pace bowler and Mitchell Starc. As there are only 4 internationals per XI those spots mostly go to positions that don't have the depth from Indians.

Head isn’t a bowling option over there for starters and whilst he has been okay in t20 it’s not his best form. Not surprised. Not many left armers teams can but it’s why Spencer Johnson went for a bucket too
