I think sometimes people forget that just having them behind bars is preventing them from committing crimes in the community.

This kid clearly can't be controlled by parents, wouldn't be going to school and has a terrible friendship group.

The aggregated statistics tell you that prison isn't great for people, but in some cases it is. Juvie is probably the best chance this kid has of attending school and getting the most basic of education.

But I fear this will just be a person who it's better for all of society is behind bars as much as possible, because no matter what you do with them, if they're out, they'll be committing crimes.

How do we prevent them killing people in society then? Some of them just need to be restrained. Clearly bail or suspended sentencing isn't doing the job.

More importantly, if we raised the age, it will give a licence for 13 year olds to rape with impunity.

Regarding the discussion on criminal responsibility for children, if we are not going to see children held responsible for their own actions, then I would like to see parents or legal guardians held responsible through community service orders for the crimes of their children. Do you think Tim Pallas will release details of the credit rating by Fitch, the third agency he commissioned? Obviously the report finding is as bad as S&P and Moody’s and Tim doesn’t want us to know. I hear he has now turned to North Korea’s domestic agency to provide a report on Victoria.

Nothing said by the credit agencies was factually incorrect.

Let me explain in language you might understand.

1. You said it's not a credit agency's job to pick and choose winners, just comment on finances.
2. S&P and Moody's have both stated Victoria's debt is in a very bad state and our credit rating on the verge of being downgraded.
3. SRL is an unfunded major project with no business case and a projected cost considered to be unachievable.
4. If the government continues with SRL, the agencies say Victoria's credit rating will almost certainly be downgraded.
5. If that happens the cost of borrowing will rise, and the government will have no option than to cut services further and/or increase taxes.

Understand?

So it's moved back 3 months?

None of the first para is a secret or non-normal business. Dumping parts to reduce costs and compensation claims are parts of all big projects. It would be more strange if none of that was happening.

Governments have allowed the civil construction sector to become too concentrated. Mostly by pushing all the risk onto contractors and a lot of the big ones sold their civil construction arms when they became unprofitable and tied up finance which could be used in less risky and more lucrative markets.

Don't forget that these big contractors are hit by interest rates too, as they're carrying a lot of assets on their books and are usually in the red a long way for the bulk of the project lifetime.

It must be a common issue in any city where the subway is reasonably shallow (e.g. New York, Paris, not sure which tube lines in London run near the big hospitals).

2023 is when they knew how much of a problem it is. 2023 was the start of test running.

This isn't the first time the media has reported it.

I think they were hoping there would not be as much interference as modelled, but testing has shown that it's perhaps more than they either thought or hoped.

In time, they will be able to manage it. Probably just running slow now while they work out an appropriate fix to the actual level of interference, which is better than guessing 6 years ago based on estimates.
