I think Paul Kelly was living in Sydney when he wrote Leaps and Bounds, so it could just be an expression of being homesick for Melbourne. It always says Melbourne to me. I'm a shallow man though, so there's probably some deeper message that just whistled over my head.

I remember being very excited when I first moved to Melbourne and saw the sign on the silo saying 11 degrees.
