Then my gut feeling is it will be between Australia (despite the horrble last pitch) and Qatar.

Money vs sense in other words. If they give it to Russia, they can probably go with the riskier option in Australia. Qatar is less risier for FIFA- it will make bucketloads of cash. That said, would be the worst World Cup for spectators. There is nothing to do there- you can't drink FFS!
