I think they (Richmond) did the right thing here. They got ahead of it by laying out a decent penalty and get Balta to go through a process of self-improvement. I'm guessing the game ban and the courses Richmond are sending him on may also play in to reducing any civil or criminal penalty.

The alternative is to string everyone along and have the media snooping around asking what's going on and fuelling speculation.

But it's pretty clear there is a new nickname for him going around - Belta

They are starting a new era. they have to set the standard. can't have 'moneybags' noah 'belta' balta acting like a big swinging dick, setting a bad example for the draftees. otherwise without established respected leaders, risk it turns into lord of the flies/brisbane bears/richmond late 80s.
