The lengthy bans were done to protect Cricket Australia’s image and no other reason. The TV deal was about to expire at the time as were some big money sponsorships.

The incident threatened to cost Cricket Australia millions if they didn’t somehow find a way to make solely a few players look like the bad guys.

Real cricket fans knew that ball tampering was rife in the game at the time and that the ICC penalties for ball tampering didn’t suggest they thought it was a massive issue. Compare match fixing penalties and ball tampering for example. The media beat up made it into something it never was before Sandpapergate.
