Gleeson says the distinction between 'reckless' and 'negligent' is clear. If a player realises that he may commit a reportable offence and still goes through with an action, it is reckless. Negligence is breaching the duty of care owed by a player to all other players.
Gleeson also says it's clearly reckless. Says in swinging his elbow back into the face of the person underneath him, he should have realised that he may have committed a reportable offence.
