I think: they brought the rule to double penalties when Long took out Troy Simmonds in 2000. Lynch's penalty was the first to be doubled, but he was retiring anyway.

I believe because Lynch was retiring they now have the rule that players who don't serve the suspensions through retirement, get fined.
 
The Mathew Primus rule. Can't take the ball out of the air in a ruck contest and not dispose of it.
The Mark Blicavs rule. No more third man up in ruck contests.
Was Blicavs first doing that? Thought he copied Jordan Lewis. Do you remember dates?

Reducing the centre circle ruck to 10 metre for run up was due to many injuries, but the Jeff White was most commonly noted and he was involved in the trials to test the rule.
 
Rules weren't exactly changed (to my knowledge) but AFL bent as many rules as they could.
