From what I could understand, it worked based on the percentage of votes saying overrated/underrated.
e.g. From when I checked it - Joe D @ number 8 had 74% say overrated and Tex @ 50 only had 71% so Tex went up the order and Joe went all the way back to no. 50.
So it is not an accurate portrayal of what the public think at all. Stupid system.
