Difficult.

I rate Audioslave's first album as one of my absolute favourites so I'm going to be biased.
Their second album is a bit meh, the third is ok.

First two RAtM albums were very good.

Soundgarden were solid in pretty much every album.

So.......
Consistency: Soundgarden, RAtM, Audioslave.
Frequency of Listening: Audioslave, RAtM, Soundgarden.

Evil Empire is the best album that any of those three bands produced. And by a fair margin.

Nice justifications.
I lived and breathed RAtM in the late 90s/early 00s, so they've always been my #1. Their self titled album would still be in my top 2 favourite albums of all time. And although Renegades was a bit of a drop off, I still rate Evil Empire and Battle of LA very highly.

I had a chip on my shoulder about Audioslave (Cornell wasn't Zach), so even though I enjoyed their self titled album, they get ranked #3 for me.
