The guernsey is clearly based off of one of their away strips of the late 90s/early 2000s. That’s like saying west coast have yellow so they are copying the WA state guernsey

I don't think so. There is no reference to any of the Crows' previous away strips whatsoever, it's just a simple inversion of the team's home strip.
And no, I wouldn't say WCE are copying the WA state design at all. Blue/yellow is not the same as black/yellow.

Since Port went to the V jumper, I've liked the symmetry between the 2 SA teams and the state jumper. I feel that the Crows have inherited the colours, and Port have inherited the design.
