I might have picked on the wobbly arrow in the front row but if the order of names goes from the front row left to right, the middle row left to right and the back row left to right, C. Webb is centre of the middle row, which is similar in look to the image of the real Carl Webb's brother.

Good find. I can't think why he wasn't recognised or why someone in his family didn't report him as missing.
 
We might find he had a criminal record with jail time on and off? When he vanished family and friends might have assumed he'd found his (x) wife in Adelaide and settled in to a new life or got into trouble again. They might not have noticed the press.
 
More information here. I thought his wife divorced him before she went to Adelaide but this has her applying on June 5, 1951 on the grounds of 'desertion' - nearly three years after her husband's body was found.

Then she took out an advertisement in the Age making him aware she'd appliled for a divorce, four months after she made the application.

Looks like he must have just fallen through the cracks somehow.

 
The C Webb in the football photos would probably be the same bloke who played the Superintendent Hare part in the Glenrowan Affair, since it was made using football players and their friends as actors.

The enigma of Jessica Harkness (Jo Thompson).

Bernard Taft, the famous Melbourne Communist, becomes interesting because in one of his many ASIO files, ASIO becomes aware that he boasted to one of their informants that his neice was married to Max Edwin Teichmann, so they opened a file on Helene Rosa Taft and bugged Teichmann's phone. Long shot is that ASIO couldn't prove the uncle/neice relationship or any contact between Bernard Taft and Max Edwin Teichmann and closed the files on Max and Helene. However, Teichmann was previously married to Jenny Margaret Jorgensen, daughter of Dr Elef Jorgensen (brother of Justus Jorgensen, founder of the artist colony Montsalvat near Eltham).

Max Teichmann was carrying on an affair with Helene whilst still married to Jenny according to the divorce papers that ASIO kindly copied into Helene's file.

Jenny's dad, Dr Elef Jorgensen, sired two daughters out of wedlock, with Margaret Langley. Sara and Kirsty.
The same Margaret Langley (daughter of the Rationalist Commune Matriarch in Mentone, Vera Lucy Savige), as mentioned as Jessica Harkness's best friend in childhood in that documentary called "Missing Pieces, the curious case of the Somerton Man".


Margaret Langley was later, the principal of Marbury school in Aldgate South Australia with her then husband Dr Henry Edhouse founding it. Jessica Harkness kept in contact with the Langley / Edhouse family according to the interviews with Margaret's son, Tim Edhouse, Margaret's daughters Sara Briggs and, Kirsty Dodd, in the documentary Missing Pieces.

So there is a possible contact between Jessica Harkness and Bernard Taft in a roundabout way.
Doesn't prove that Jessica was a Communist, or had been recruited as a source of information for the CPA when she was meeting Alf Boxall, but the possibility of a dialogue is there.

Missed opportunities...

If only Dr John Barkly Bennett had ever met his 2nd cousin, and her husband Carl, then Dr Bennet, would've identified Carl Webb when he came in on the ambulance from Somerton Beach that morning and thus there would've never had been a 73 year long mystery over who the Somerton Man was....

Since Gordon Cramer found Carl Webb in a group photo of the celebration of Last Boomerang rolling off the production line at the Government Aircraft Factory in 1945, we should have a look at what was Carl's role and whether this had anything to do with why he died.

Firstly, he had family who also worked there.
Percival McMinn, and later his dad Gilbert McMinn who was married to Selina Keane.

Here's a basic biography of Percival.
Percival was born in 1924 at Footscray and died in 2006 at Pascoe Vale.
Percival was raised in Yarraville and went to Footscray technical college.He was apprenticed at CAC where he then worked for 33 years as a foreman and an inspector in charge of engine testing. For 10 years after that he worked with TAA as a toolmaker. At first after his marriage he lived for 10 years in Seddon and then built a new house at 6 Crowley Crt, Pascoe Vale. His father also shifted to Pascoe Vale and lived at the end of his street. Perc was also a freemason like his dad and became lodge master at his lodge.

Here's a basic biography of Gilbert.
Gilbert was born in 1889. He passed away in 1973. he was a twin to Florence Annie mcminn (floss) and they were brought up in Castlemaine. he and his wife Selina (nell) lived at Marjory St, Yarraville.He was employed by Victorian Railways for 33 years as a blacksmiths striker and after as a fitter during the war. When he retired from the railways he became a clerical officer at commonwealth aircraft Corp at Fishermans bend until he was 74. He was a keen bowls player and loved growing dahlias. He was a freemason for 33 years. After his wifes death he shifted to Pascoe Vale to be near his son. When he became unwell he lived at the freemasons homes in Prahran until he died at the Alfred hospital aged 83.

DEATHS HUNN. — On February 23, Major Sydney Arthur Hunn, M.V.O., O.B.E., M.C., Croix de Guerre, beloved husband of Dorothy (of Cottesloe, W.A.), loving father of John and Rosemary, aged 52 years. No flowers by request.

W.A. MAN FOUND DEAD. MELBOURNE, Feb. 23.—Found lying on a seat in the Botanic Gardens today, the body of Major Sydney Arthur Hunn (52), of Cottesloe Western Australia, was taken to the City morgue. There was a bullet wound in his right temple and near his body the police found an automatic pistol.

William Peter Sher (1902-1977), engineer and businessman, was born on 6 November 1902 in Vienna and named Wilhelm Peter Schlesinger, second son of Skender Schlesinger, accountant, and his wife Emilie, née Kohn. Wilhelm studied electrical engineering at the Technische Hochschule (later Technical University of Vienna) and graduated in 1922. After working as a lighting engineer, he took a job with the French railways at Marseilles. In 1926 he joined the Mecox engineering company, which manufactured power tools. Lacking a permit to work in Paris, he moved to Switzerland and then to Berlin where he assembled electric-power and automotive tools. He changed his surname to Sher and used it on his products. On 3 September 1928 he married Elsa Rabinovicz in Vienna. Fearing persecution by the Nazis, they migrated to Australia in 1939. William was to be naturalized in 1944.

After arriving in Melbourne, Sher was employed by Richardson Gears Pty Ltd at Footscray. His engineering experience, enthusiasm and drive were matched by his alertness to business opportunities. World War II restricted supplies from abroad and created an urgent need for power tools in Australia. In 1940 Sher formed a partnership with Alexander Faill and set up a small workshop in Little William Street, Melbourne. The firm soon produced a three-eighth-inch (9.5 mm) portable electric drill which Sher claimed was the first hand-held power tool to be manufactured in Australia. Problems arising from the unavailability of basic components, such as switches and commutators, were swiftly overcome. Sher and Faill incorporated their venture as the Red Point Tool Co. Pty Ltd and moved to Prahran, where they produced power tools and alarm sirens for the war effort. Eliza Tinsley Pty Ltd was their main supporter and distributor.

In the years of postwar suburban expansion Sher realized that large manufacturers were not meeting the needs of a growing number of home handymen. Returning from a visit to Japan in 1951, he designed the small and light quarter-inch (6.4 mm) Drillmaster. The partners bought a new factory at Collingwood in 1952 and changed the firm's name to Sher Power Tools Pty Ltd in 1957. A two-speed drill, the Shermatic—intended for industry, farm and home use—was marketed in 1958. The rapid development of the Sher range reflected the increasing demand for 'do-it-yourself' tools. With a net profit of £101,464 in 1962, the company had become the largest manufacturer of portable power tools produced wholly in Australia.

On 13 March 1963 Sher Tools Australia Ltd was incorporated as a public company to acquire the whole of the issued capital of Sher Power Tools Pty Ltd. A subsidiary, Malvern Non-Ferrous Foundries Pty Ltd, bought Malvern Brass Foundry in September 1964 and began to manufacture castings for its parent company's products. Sher believed that tools imported from the United States of America were designed with 'inbuilt obsolescence'. He was determined that his products would continue to provide years of service for the home handyman. In 1967 the American Skil Corporation took over Sher Tools Australia, buying every share except those owned by Sher and Faill. Sher remained a director and chairman until 1972 when he and his son Ronald quit the firm and formed Ronald Sher Pty Ltd. They manufactured electric bench-tools (which Skil-Sher Pty Ltd did not make) to avoid competing with their former company.

In 1977 Sher was appointed A.M. He belonged to the Institute of Machine Tool Makers, to the Graduate Union of the University of Melbourne and to Rotary. Survived by his wife and their son, he died on 26 June 1977 at Prahran and was cremated with Presbyterian forms.

So Webb was a Power tool repair man at one stage?

Update today confirming that C Webb attended Swinburne, is in the team football photo, and now stronger evidence it is the same person that was found on Somerton beach:
