Agreed there is a downside if that's how the mechanic works. And let's just assume it does for the sake of it.I read it as only good "roles" get recruited, not Villagers. So that obviously DOES have a downside, because the Vigilante is more than likely to hit a Villager (and kill them) than recruiting a good role or killing evil.
However, if 3 villagers have been recruited it actually puts the odds of hitting evil/good role at a higher likelihood than hitting villager (15 v 13).
But we don't know who's been recruited, so let's just say it's roughly 50/50 between hitting an evil/good role and hitting a villager.
So the odds are the same, however let's look out the outcome.... Pretty clearly the benefit to hitting an evil/good role greatly outweighs the loss of a villager so I think it's shooting is the better play.
