I've watched it with replays. Coote was out of shot each time when Salah was brought down. Where's the evidence about what decision Coote waved?

He's in the frame here from Villa's youtube channel. You can see he waves it off, and Villa's commentator also acknowledges the signal, all before Nunez even gets the ball.
