At the time I posed the question I didn't. I do now. Nazi Blood Tribe. The leader is Christopher A. Pohlhaus who seems to be a Biden supporter. His partner in crime is Fred Boyd Ramey. Before he linked up with Polhaus he was a truck driver living in Maricopa, Arizona and an Andrew Wang supporter. So much so he founded a super PAC that raised at least $100K for Yang's Democratic campaign for office.

There's at least 54 Neo-Nazi groups in the US alone. All with their own version of the original WWII style Nazi salute. The leftist acolytes who scoured the internet desperately looking for video that would more closely resemble the gesture Musk made are frickin' hilarious. They were so overjoyed to find the Nazi Blood Tribe getty's gif they couldn't wait to post it rather than keep looking for another group whose leaders didn't have these embarassing connections. Not necessarily. I don't think Biden or Hunter are any more guilty then the rest. Biden is as guilty as Trump is.
