Depends entirely on if the claim of "no more civilians" being left in that area is true. If the area is completely evacuated of civilians, they aren't required to let humanitarian aid go in there. But if civilians are trapped in there it makes the plan a potential war crime. The IDF claims to have evacuated 55,000 of the estimated 60,000 people in the camp. This might leave up to 5,000 civilians trapped or unwilling to move, though of that 5,000 it's unclear how many would be civilians.

Hamas are said to have been executing, intimidating, and shooting at civilians trying to leave the area. The IDF has to make efforts to get aid to any trapped civilian.

Forcible transfer would only apply if the evacuation is permanent or there was no good military reason to temporarily evacuate them.

Regardless, I think this is a really bad plan if it ends up with thousands of civilians dying of starvation. They better hope they have evacuated all of them or try and get aid to those who remain.

The supposed freedom fighters allegedly attempting to force civilians to stay in the area and in harm's way through beatings, intimidation, shootings and in some cases executions according to the IDF. The IDF claims to have documented cases of this happening.
