I would be keen to see them swap fair catch for a rule that offers the catcher more blocking protection from big hits

No one would even punt the ball if there needed to be two additional players at the ball drop to protect the player due to the nature of yard positioning. And even if they did punt, they would just float a ball up, it to would drop to the player who would insta-down it to avoid getting hit. You would have less ‘equitable’ action than you even have now.
Completely different circumstances to the nerfing of kick offs that occurred over the past decade which is maybe what you’re thinking of.
