Your external IP is static and given by your provider or a third party. Your local IP you can change, but who cares. That's like switching lights around your house, it's all the same.

Not going down that rabbit hole, but it has worked to bypass the federal government’s piracy site-blocking laws by disguising their location.

And it would be good enough for anyone to stop someone from BF attempt to track your IP address.
