From Europe. The TV deal you're referring to applies to the United States only, they sign separate deals with European broadcasters and those don't run that long. And, Goodell has floated the possibility of expanding the season to allow more international games, which wouldn't be covered by the US TV deal and can be sold separately.

The Athletic reported Darrell Bevell is a prime candidate for OC - he's the current QB coach in Miami.
Carroll also has two sons (Nate and Brennan) the former being the pass game coordinator in Carolina and the latter the OC at the Washington Huskies, so I wouldn't be surprised to see either on staff in some capacity.
Tom Cable is also a candidate for OL coach.
As for DC, that could be anyone at this point. I believe Gus Bradley will be on staff but I don't expect him to be the DC.
I'm not concerned about who Carroll hires. He's going to put a good staff together.

For most teams, the length of a head coach's contract isn't all that important: Successful coaches routinely get extensions before their contracts are up.
