Why was he not even on the radar in just about every phantom draft? Most 'experts' didn't even have him drafted.

I don't know enough about any of the kids in the draft, however reading this blokes bio he seems like a natural footballer. For him to fall so low would suggest there is still a tendency towards the athlete with potential over the guy who play by Clubs on draft day.
