I don't think a 3rd SA club will ever happen because I do think that the AFL will want to keep expansion to a maximum of 24 teams so you don't end up with a season where you don't play every other club once.
I'm sure that the ACT and NT will be looked at for future expansion clubs.

But SA 3 would only be considered if the NSW and QLD footy clubs aren't financially stable, and if the NSW and QLD clubs aren't all strong, then there's not much point in expanding beyond 22 clubs in the long-term.
I can see the point of one more club coming from the bolded (if the ACT and NT did get teams) but not necessarily three more.
I think the AFL, long-term, would rather have third clubs each in NSW and QLD than WA or SA, or possibly one in NZ since it's a potentially large untapped market that can add more TV dollars and talent to the game.
