They can upgrade the impact on the “potential” for injury. So it would have been graded low and then upgraded to medium.

I hope we appeal and argue that both arms weren’t pinned and that Merrett actually cushioned the impact.

Arms aren't pinned, Merret was underneath him so impact is SFA (compared to otherwise), and he stayed on the ground.
