Maybe track them better when they first come in?
Follow up if they haven't left with a week of their visa expiring?

One would be properly funding Customs and the Immigration Department in order to have the right number of staff needed to ensure the over-stay situation is controlled.

Border Force have no legal right to request an ID. Victorian PSO's do have that right and it's within coded legislation people have to show their ID to them. Border Force thought they could hang around with PSO's and catch a few people by bypassing federal laws. I don't give a shit how concerned you are about VISA's, it's an attempted breach of protocol.

And that's not even getting into the potential racial profiling and other freedom of movement questions it brings up.
