Because it's not as important to contribute offensively then it is to do the defensive work.
The offensive production acts to separate the role players from the stars in that position.
True, the defensive work is more important as are role players.
However a player who can only contribute defensive work forward of center is prone to being exposed when the game is not being played on our terms. You don't need to be a star to be able to win the hard ball when its your turn or provide a forward option when our other avenues are struggling.
Historically our defensive half forward has struggled and has next to no impact when we are getting beaten because they can't switch into a 'contested offensive' mode (for lack of a better description). They can't win those scrappy contests as we kick up the ground because they are defense-only players.
Whereas if we had more of a midfield type in that defensive half forward role with even a slightly wider set of attributes, they could still remain as a mostly defensive player but also provide some offensive/ball winning avenues when required and especially when we are struggling. A role player could still satisfy those criteria
