It's not really an option normally. It's been stated here but I'd say it's a default, unwritten rule in the majority of games.

I'd say unless stated otherwise, it's not an option to not vote.

So this game almost forces the later voters to choose a lower ranked player.

So will choose one of the 1 vote getters randomly

Raz should know the risks when placing a vote.

I don't know what nothing is playing at but he was a real loose unit last game, and I feel claiming Jester is a recipe for getting killed overnight rather than avoiding a lynch.

I guess with the vigilante dead he's only risking it from evil.

Is it? Outing themself basically guarantees they stay alive until the endgame. Evil/SK wouldn't want to kill them so early and weaken their faction.
