AFL Clubs don't necessarily dictate to TAC Clubs. However State High Performance Managers i.e. (Anton Grbac Vic Metro) may recommend players be played in certain areas of the ground to improve a players draftability. This may happen in circumstances like an undersized key position player and the club being asked to play them through the midfield to see how he goes.

If Derek Hine rings up the coach of a TAC club and strongly hints that maybe if certain player A was played in position X he would be more strongly considered then I think it would happen most of the time, unless the move noticeably reduced the teams on field performance.

yeah that sounds good but something like that happened with Carlisle and Hurley and their form was hindered.
But they are both over ratted in my opinion Hurley struggles in the forward line and Carlisle has played 10 good games in what is a shot career. (I know he is young and still inexperienced) but I think he struggles in a one on one contest at the start of the year he looked good in defense because the Bombers defended well as a team
