It's all up to the states how quickly they want to implement the stages.
Hopefully it's done with in 3 or so weeks in this state.
Nope its a month per stage. Yes states are the ones who implemenent changes, nothing new but this is a roll out to July

Stage 1 today/Monday. Stage 2 in 4 weeks time in June and Stage 3 in 4 weeks time in July.

"Today, National Cabinet agreed a three-step plan and a national framework to achieve a COVID safe economy and society. And it is our goal to move through all of these steps to achieve that COVID safe economy in July of this year."

"There will be risks. There will be challenges. There will be outbreaks, there will be more cases, there will be set backs.

That is crazy. Is someone seriously telling me that interstate travel should resume the same time that people return to the workplace? That looks like a roadmap prepared to appease people the eastern states.

Surely South Australia will be in a position to open bars, pubs and restaurants and get people back to work well before it opens it's borders to places like Poxtoria ? That chart reads that, 'States and Territories will move at different times based on local conditions' then imposes a rigid set of steps for the reopening of business across Australia.

Australians would be far better served if the individual State Premiers gave press conferences after each meeting of the National Cabinet and outlined where their State stands.

Time for Steve Marshall to grow some balls and outline where South Australia stands. The article above is wrong in one respect as Victoria has chalked up another 12 positive tests today making 93 for the week. The Vics have a problem and it is their problem and SA should not be held back because of it. Fire up Marshall for chrissake or I will be tempted to hire a Hi Lux and paint up a few LAND OF THE FREE signs.

I expected more from today's meeting. I may have missed it but I did not notice any specific references about exemptions for the NRL or AFL.

Geez, I am fired up atm. better to let me just cool down in my corner folks.

Morrison can't commit to anything because they are states responsibilities. He doesn't have the constitutional power.

It was a presser to announce the national steps and guidelines, the national goals, agreed to by the states and territories, with advise from the AHPPC ( ie state and territories CMO) but states have the ability to move faster or delay the implementations of the steps.

But if you have listened to a few of Nicola Spurrier's pressers and the Q&A section, she has always talked about a staged process, 4 weeks at a time, and agreement by the national cabinet and AHPPC

That's how the constitution works. Section 51 gives the states power, section 96 gives the commonwealth government the right to spend money in the states by tied grants. Morrison can't bribe the states to open up faster. He can try but it would defeat the whole purpose of a national coordinated approach - you know like the US don't have.

Monday starts stage 1. Regional travel will be encouraged. Will be only state allowing caravanning and camping. Uni's and TAFE's can go back to face to face teaching. Community Halls and RSL's are open. Auctions and open inspections. Local government libraries 10 visitors plus staff. Sports up to 10. Funerals up to 20 indoors and 30 outdoors plus staff. Churches up to 10 plus those officiating. Pools opening but once again up to 10.

Will communicate over weekend and get read on Sunday for Monday openings. best compliance in nation with lowest restrictions.

You are expecting wrong if you mean Monday. uBut if you mean straight after 4 weeks has finished we go to Stage 2 probably correct provided people dont get arrogant and drop their compliance..

Asked if still can do normal surveillance plus new relaxed businesses opening up? If people do the right thing then can handle workload increase.

Significant community support so far, will be taken into act when assessing if can move to next stage with lower restrictions.

Detail info going into getting ready for Monday for businesses like restaurants

How does analysis to move forward? number of cases or compliance? This is pandemic so health cases will be determine pace to lifting restrictions. Can deal with clusters so that wont stop things by themselves. Individuals have to continue to be responsible.

Are you worried about alcohol and restaurants? - Police Commissioner has suggested outdoor dinning allowed but not alcohol.

Didn't address it specifically but 10 allowed indoor like restaurants, libraries, gyms so can't see why not for sports.

AIS framework/guidelines Level B started with

As per Level A plus:
Indoor/outdoor activity that can be conducted in small groups (not more than 10 athletes and/or other personnel in total) and with adequate spacing (not more than
1 person per 4m2).

Some sharing of sporting equipment permitted such as kicking a football, hitting a tennis ball, use of a
skipping rope, weights, mats.
Non-contact skills training. Accidental contact may
occur but no deliberate body contact drills. No wrestling, holding, tackling or binding.
Commercial gyms, bootcamps, yoga, Pilates, dance classes (e.g. barre, ballet, hip hop, not partnered), cycling ‘spin’ classes permitted if other measures (above) are met.

Level C is when competition can start
As per Level B plus:
Full sporting activity that can be conducted in groups of any size including full contact (competition, tournaments, matches). Wrestling, holding, tackling and/or binding
(e.g. rugby scrums) permitted.
For larger team sports, consider maintaining some
small group separation at training.
For some athletes full training will be restricted by commercial operation of facilities.

With due respect to Professor Spurrier why does South Australia need the approval of National Cabinet anyway? South Australians have done a bloody great job getting where we are and we did it all by ourselves. To be honest I am not sure why we need a National Cabinet at this stage, particularly if it doesn't make decisions. All I see out of today's meeting is the approval of a three step process that basically allows the States to make dcisions at their own pace. When there are decisions of national interest such as exemptions for travel by elite sporting teams to be discussed at a national level nothing seems to happen. It is left up to the individual States so why bother with a National Cabinet ?

During the dark days a month ago getting on the same page and learning from each other was was a good if not essential concept and the nation was the better for it. However times have changed and in SA, WA and the NT the situation is almost as good as it is going to get for a while so why not simply ease restrictions in SA, WA and the NT and let the Eastern States worry about themselves?

What we we actually need is a fully functioning Federal Parliament back in action so that Morrison can be asked the pertinent questions and his decisions or non decisions can be scrutinised in a public forum. As I have posted before, at present journalists get to ask more questions of the Government than the duly elected representatives of the people.

It seems Mr Morrison wants to return to normal but getting Parliament back in action with the possibility of some embarrassing questions is a tad too normal.
 
Sunday the SA Police Commissioner will be putting out list of where 10 people (or more) can attend which premises and what type of restrictions. Think this is as per state of emergency provisions.

Step 2 is scheduled to kick in on 8th June in SA. Could be delayed. Nothing I have heard the last couple of weeks listening to daily pressers says they will go to stage earlier than 4 weeks.

Worship, weddings and ceremonies (up to 10 people)
Pools (limits apply)
Campgrounds and caravan parks
The new limits will be required to abide by the state’s existing regulations of one person per four square metres and no more than 10 people.

Step two will be enacted from June 8 and will allow the following:

Cinemas and theatres
Seated dining
Galleries and museums
Beauty, nails, tattoo, massage (non-therapeutic)
Driving instruction lessons
Gyms and indoor fitness
Funerals (50 max)
Sport transition to competition without spectators, including indoor
The measures will be expanded to an upper gathering limit of 20 people but still required to abide by one person per four square metres.

Following these changes, the state government will then consider the reopening of licenced venues such as pubs and bars, nightclubs, hookah bars and casinos.

Have you been paying attention to what she has been saying the last 2 weeks and what has been said the last 2 months?

The country ie the feds, the states and the territories have taken a one in, all in approach.

It ain't over till it's over has been their approach ie a vaccine has been found.

All governments don't want a stop start open close open close approach for the next 6 months.

Health professionals are conservative by training and probably nature? How many doctors want a footballer to play footy after a concussion? Yet footballers say stuff the doc I'm playing. Less so these days with legal ramifications.

4 weeks is confirmation period to the doctors that their policies are working, ie the WHO guidelines ( made by real doctors using scientific analysis not administrators kissing national governments arses) that you either are on top of things or aren't.

Since March we have been warned this will take at least 6 months. That didn't come from the politicians that came from the AHPPC - The Australian Heath Protection Principal Committee - which is made up of the federal and state and territories CMO's and they sit in on the national cabinet meetings.

They all want to open up the state borders. To do that you have to make sure all states are at a similar stage otherwise you will get community transmission spikes.

I'm sure Marshall said gyms opening up on Monday in his presser, unless there is a differentiation between 10 and 20 people and that list doesn't take that into account.

So if only groups of 10 for training until Monday the 8th, you would expect that the AFL clubs would want 2 weeks of whole squad physical training which makes it 22nd June, so earliest possible game would be Thursday night 25th June.

Thursday night 2nd July is probably more likely the start of the season.
