It is considered as safe orally or topically because when administered that way it has no effect (or the same level of effect as eating steak or rubbing it on your skin). Subcutaneous injections on the other hand are not covered by the FDA or this document. It is not possible to categorically state it is not a PED because that claim has not been tested. That's the whole reason for S0.
