HDFL looks at cap policy


THE push for a points-based salary cap system to be implemented in the Heathcote District Football League next year has begun.

A preliminary proposal was presented to all HDFL clubs at Wednesday night's August meeting, with the league believing the points system would encourage clubs to play its local players, while providing a more even playing field.

Under the proposed system, each player who takes to the field in a senior game is given a points rating, ranging from one to as high as seven, based on their playing history.

A maximum number of points will be allocated to each club, and clubs must not exceed the points limit each week.

While the number of points to be allocated is yet to be decided, for example, clubs may be allocated 38 points.

Therefore, the combined value of their selected 22 players each week can not exceed 38 points.

Under the preliminary proposal, put together by HDFL secretary Trevor Arnel, president Keith Robertson and league administrator Jim Morgan, there is a suggestion the number of points allocated to clubs could vary, based on population density, geographical position or results of the previous season.

If it was to come in next year, the player ratings would be based on the highest level of football a player has played during the previous five years.

One point would be deducted each year a player has been registered with their club - a player with a rating of four points in 2008 would drop back to three in 2009 and down to two in 2010 - until they reach the base level of one point.

The complex proposal presented to the clubs provides 18 different ratings from players who have played in the AFL, to major league and state league players, to players who have come through a HDFL club's junior system.

A similar system is in place in the Central Murray, Sunraysia, West Gippsland-La Trobe and Mornington Peninsula-Nepean football leagues.

"We have asked clubs that in their last two games this season to see what would happen if they had to follow this next year, just out of curiosity," Arnel said yesterday.

"The rationale behind it is it encourages loyalty as clubs would be encouraged to develop their juniors as they are what we would classify locals and worth the minimum one point.

"It will discourage clubs taking players from rival Heatheote District Football League clubs, and we believe it will provide a more even playing field across the competition."

Clubs have been asked to analyse the proposal and come back with any ideas at next month's league meeting.

A final vote on whether the points system is introduced next year will take place at the annual general meeting in November.

"We will continue to fine-tune it and tweak the system before the annual general meeting," said Arnel, who doesn't believe the system would have a detrimental effect on the standard of the HDFL.

"Even the leagues that have had it for four years still tweak it."

If the system comes in next year, it will be on a trial basis for 2008 and reviewed at the end of the season.

Prior to the season, all senior players would have to fill out a declaration form stating their footballing history over the past five years and whether they have been a registered junior player at the club to determine their rating.
like arnel said doona clubs would still find a way to tweak it. not a bad idea though.

My question is, are there any guarantees that it will work? To take the CMFL as an example, has it affected Balranald's dominance much? Alternatively, has it helped the struggling club's attract players?

The blockbuster of the round is a match that will determine top spot when Elmore take on Colbo. Alot of talent will be on the park from both sides with the likes of Fev, Grant and Cail for the bloods and Lock, Hill and Jacobs for Colbo. Up one end of the ground you have Ryan 'spiderbite' Hayes needing 1 goal for his ton, and up the other a man who weighs a ton, Danny 'bindi' Irwin. Should be a beauty but i think homeground advantage may give the bloods the edge.:thumbsu:

Just behind the gardens White Hills will welcome a Heathcote side desperate to keep its finals hopes alive. The match is sure to see some great matchups around the ground with the cricket himself Jimmy 'handshake' Angove against old friend the chief, Dan 'the man' Obree, Sonny 'sunshine' Middleton alongside Dave 'mokbel' McConnell and Luke 'dirtbag' Bell could take on radiohead fan, Tom Sawyer. Should be a close contest, but fresh from a sticky date, Wayne 'weaponhead' Sanders and Daniel 'xmas' Carroll will diehard for the saints keeping their finals chance alive. Yippee Ki Yay, Motherf*cker.:D

Having the bye in the last round and not playing finals the Doggies will play their last match this week against Mounts at Tooleen. North have found good players this year in Dean 'dr' Watson up forward and Daniel 'thistledick' Thorsen who can provide plenty of cheek, but the experience of the Gee bangers and Coach Cam 'hurricane' Carter will see mounts home comfortably.;)

Points system is no good. If anything it allows the strong to get stronger. Take it from me i have seen it first hand

The Fantom just happened to be having a sanga and a cup of tea at work with a club secretary from the Mornington Peninsula Nepean Football League today and we spoke of the points system and how it was going over there. He believed that this system has certainly evened up their competition and appears to be a step in the right direction. Luckily we had this conversation before I quizzed him if any of his teams good players may consider a "sea change":D:D

Still here Fantom. Just been flyin low for a little while. Things haven't changed in my absence though. The big ump is still full of sh*t. Teddy has got no idea and the only time RWB gets on the thread is when the dim sim shop shuts. Thank christ the rest of you blokes talk a bit of sense:thumbsu:

Teddy was out hunting wabbits. Onions, I gutsed it out with the sick billies and all. Saints turned it on for three quarters but after I left they went to sleep and let the Hills kick a few late one's. Too fast for the Hillbillies today the red white and black, and Slimmer was on song up forward with seven. They lost Sawyer in the second with an ankle just when they looked like getting back into it and then McCredden with an arm late in the game. Both would be in doubt this week. The no handshakes thing reared it's ugly head again with a few of the Hills U17'sboys refusing to shake hands after a drawn game. At underage level that's pretty ordinary one would think. Must have been watching the Neita on Friday night!

I reckon O'Bree slaughtered Angove when he spent time in the middle. No easy kicks to be had anywhere with Condon, Travaglia, O'Bree and Carroll all having a go in there. The brains trust of Turkey and Brown Dog were fairly handy with the rotations of the young blokes during the game. Is 'the brains trust of Turkey' an oxy moron??:D:D

I was at the game today Hill Bully and if White Hills make the finals they will only be in them for one week. Losing Bart made things difficult but Heathcote made them look second rate for a majority of the game. Heathcote on the other hand may cause some problems for the other teams if they make the finals. Anderson and Fetherstone would be huge inclusions and i am not sure but perhaps Luke Carroll as well.

Bit harsh Pig boy. We are struggling with injuries and a lack of depth. I say anything can happen in the finals. We will beat Broadford this week and meet Heathcote again the week after. I'm keen for a wager if that happens or are you all snout. Take the oxy out of that Turkey quote RWB

The problem is that there is a few of your players on the wrong arena, they should be wearing skirts mate and as for your supporters well they speak for themselves. To say you will beat Broadford is a big statement.
 
I think White Hills better worry about staying in the finals then who they are going to play. Heathcote to beat huntly by 25 goals and white hills losing by 5 or 6 to Broady could find them having a very early finish to the year.

I believe that makes it, one all for the season and the first time the hillies turned you inside out. remember that when you thought you had it won after the first five minutes.;)

You are a c*ckhead. Surley you can't suggest W/hills would think of tanking. Have you ever played a game of football in you life matt?
 
Obviously didn't calculate that White Hills could drop out of the equation, seeing as Heathcote play Huntly - a potential 150+ point win, thus giving them a superior percentage if the Demons lose.

I wouldn't call it tanking either. If White Hills were guaranteed to finish in fourth or fifth possie, with the elimination final to be played at Toolleen, they would be mad to play some of their players who are carrying injuries. There is every possibility that Sawyer will play this weekend if it is a must win encounter. If they were a shoe-in for the finals, he would be no doubt rested. If White Hills, Heathcote or Broadford are to go any further than the elimination final they will need their best possible side on the park.
