I've seen players leaving the field with an injury being physically targeted. I've seen our own fullback deliberately target his opponents injured hand. Pretty sure Harley would attract attention from his opponents to see if they can put him off his game, and that would include accidentally corking his thighs/calves/legs at any opportunity, just to see if he has any "awareness".
Sad, poor form, but this is true. It's been a while, but I used to work in back office (inc. media dept) of pro sports teams (v. briefly in AFL) and I can tell you that coaching staff will always side with 'as little information as possible' with this sort of thing in mind. It's not even about snipping acts ... sometimes it will simply be a notice for a players to opposition players to favour a side or another, or to force a player to put their arms above their head where they can (for example), so play behind more than in front. Even certain running patterns can be encouraged. It certainly happens and so, to a degree, I agree with your line of thinking.
That said, the clubs and their players earn a good living (most of them) from the professionalised sport. They have some responsibility to let the public know what's going on in reasonably good time. I don't hear you disagreeing with this BTW.
