Best take a look at those peddling that line tells you all you need to know about the credibility of that excuse in context.
Even the ADL (US Anti-Defamation League) is not saying how it reached the conclusion it wasn't a Nazi salute- it just wants it to go away.

We have seen this behaviour for years. Throwing the word nazi at problem isn't working any more.
Emotionally blackmailing the stupid isn't going to work anymore.
Labelling a person a or group of people a nazi is a serious accusation. Like Labelling someone a pedo or rapist it's shouldn't be thrown around like its a toy.
Such serious accusations deserve serious evidence.
I am willing to believe you, and change my mind that you are correct, but give me some solid evidence.

Yep. When your closest adviser is an oligarch I imagine you can see nothing wrong with using the same transactional self-interested bullying methods for international diplomacy. It's not as if the US has not used these methods in other parts of the world btw.
