No, it's not. It's only used in an ironic or belittling sense to be deliberately wrong and unintelligent-sounding. It's a mixed metaphor - a combination of "it's not rocket-science" and "it's not brain-surgery". The act of combining them indicates stupidity which is the opposite of rocket science and brain-surgery. Saying "it's not brain-science" would carry exactly the same meaning. People instantly recognise where it comes from because it's incorrect and sounds stupid. So no, not a legitimate idiom.

There's no doubt Barich meant to insult Jakovic. But what's amazing is that:

a) Jako even worked out that he was being insulted (maybe somebody informed him..)
b) Jako even thinks he has a brand to sell to the corporate world.
c) What a little sook a former champion defender can be.
d) That Jako thinks that he's smart enough to be giving commentary on TV.
