could that be a classification issue though - as in (from what I recall in Australia, so may not apply to USA/ Texas) that a delivery before 20 weeks is counted as a miscarriage and so therefore isn't a "death" while a delivery of a non viable foetus after 20 weeks is counted as a stillbirth and therefore added to the list of "deaths'? Ie no actual true difference in terms of outcomes (apart from the extra time and effort and risk to the mothers from carrying non viable pregnancies)
